Dawn Bellis, Secretary

Appointed in 2008 by Governor Steve Beshear to act as General Counsel for the Kentucky Department of Housing, Buildings and Construction (“HBC”), Dawn Michele Bellis brings an invaluable combination of legal and architectural education to the Commonwealth’s comprehensive construction agency.  Dawn earned her Bachelor of Arts Degree in Architectural Design from Clemson University in 1990, then completed Architectural Masters work at Texas Tech University before returning home to Kentucky to earn a Juris Doctorate from the University of Kentucky in 1997.  She is licensed to practice law and an active member of the Bar in both the Commonwealth of Kentucky and South Carolina.

In 1980, following the unprecedented fatal fire tragedy of the  Beverly Hills Supper Club, HBC was established as a comprehensive regulatory agency to oversee the adoption of the mandatory, statewide, uniform building code enforced in all 120 counties of the Commonwealth; license and educate construction tradesmen; review construction plans for code compliance; inspect commercial and residential construction projects; and  discipline noncompliant construction tradesmen through administrative hearings.

In her three years as chief legal counsel, Dawn has worked on behalf of all five of HBC’s promulgating boards and five advisory committees, and in conjunction with the Department’s executive staff, to successfully enact more than 80 administrative regulations and regulatory amendments.  Utilizing the same drafting skills and knowledge of the Department, Dawn’s additional efforts of working closely with industry organizations and members of the General Assembly has allowed HBC to expand existing programs, as well as create new licensure programs, with the passage of legislation.  In addition to regulatory and legislative duties, Dawn also is responsible for representing the Department in litigation.  Litigation successes for the Department under Dawn’s representation include the successful defense of the Kentucky Board of Housing, Buildings and Construction’s absolute authority to enact all standards for construction under the uniform, statewide Kentucky Building Code and Kentucky Residential Code (the case proceeded all the way to the Kentucky Supreme Court, with Court of Appeals decision to be published).

To strengthen ties with other construction regulatory agencies nationwide, Dawn is actively involved with the National Association of State Contractors Licensing Agencies (NASCLA), serving on the Education Committee and Model Legislation Committee since 2009 and was elected to NASCLA’s Board of Directors in 2010.
