The National Association of State Contractors Licensing Agencies (NASCLA) would like to extend an invitation to our 47th Annual Conference in Nashville, Tennessee. NASCLA represents more than 30 contractor state licensing regulatory agencies, as well as over 40 construction firms, contractor trade associations and others affiliated with the construction industry nationwide.
As you know, NASCLA holds an Annual Conference every fall which provides our members with the opportunity to come together to discuss issues relevant to the regulation of the construction industry. This year's conference will be held on September 15-18, 2009 in my home state: Tennessee. NASCLA's Annual Conference is fast becoming a must attend event for all who are involved in the construction regulatory industry. The conference truly is a unique opportunity for all who attend!
At this year’s conference, NASCLA will be presenting its forth annual Innovation in Regulation Award to a public sector contractor licensing agency. The award ceremony will take place during our Annual Conference Banquet on Friday, September 18, 2009. This award will recognize a state licensing agency for their innovation, creativity and excellence in the regulation of the contracting/construction industry.
Past winners of this prestigious award include the New Mexico Construction Industries Division (NMCID) and the California Contractors State License Board (CSLB). The NMCID won the first Innovation in Regulation Award for its statewide on-line permit system, KIVA, which issued over 63,000 permits and collected over $7.4 million in fees from September 2004 to 2005. The CSLB won this award in 2006 for its Underground Economy Enforcement: Multi-Jurisdicitional Prosecution of Illegal Operators initiative, which was created as a way to combat the insidious effects of the underground construction business.

California Contractors State License Board Wins National Award
The National Association of State Contractors Licensing Agencies (NASCLA) presented the 2006 Innovation in Regulation Award to the California COntractors State License Board (CSLB) on August 25, 2006 at the associations 44th Annual Conference Banquet and Instillation of Officers. The banquet was held at the Camelback Inn in Scottsdale, Arizona.
This national award was created as a way for NASCLA and its many members to recognize innovation, creativity and excellence in the regulation of the contracting/constrution industry.
The CSLB received the award for the Underground Economy Enforcement: Multi-jurisdictional Prosecution of Illegal Operators initiative as a way to combat the insidious effects of the underground construction business on California's construction industry. It is estimated that California's underground economy is a $60 to $140 billion a year industry. This is 3 to 40 percent of the aboveground economy.
By Sharing information and resources, and by eliminating bureaucratic red tape and duplication of efforts, CSLB has broken new ground in the filed of proactive enforcement. By joining forces with other state and federal regulators, CSLB and its partners are increasing the prosecution of illegal underground business.
